Loyalty: Tier Re-evaluation on Order Cancellation

Loyalty tiers in Skio automatically move subscribers between tiers as they hit activity and order thresholds. Previously, a subscriber's tier wasn't re-evaluated when an order was canceled. Now it is. When an order cancels, Skio immediately re-checks tier eligibility and adjusts the subscriber's tier if they no longer qualify. Tier status stays accurate in real time, and subscribers don't hold a tier they haven't earned after a cancellation.
